Of
Kishwaukee College Chapter
ARTICLE 1
Name of Chapter
The name of this chapter of Phi Theta Kappa shall be Alpha Rho Eta.
ARTICLE 2
Purpose
The purpose of the Alpha Rho Eta chapter of Phi Theta Kappa at Kishwaukee College shall be the promotion of scholarship, the development of leadership and service and the cultivation of fellowship among qualified students of Kishwaukee College.
ARTICLE 3
Membership
Section 1
Membership in the Alpha Rho Eta chapter shall consist of active member,
alumni member, honorary member, provisional member, and transfer member.
a.
Active Member. Each candidate for membership must have completed 12 semester hours of associate degree work at Kishwaukee College with a Grade Point Average of 3.50 or above, be currently enrolled in at least 3 semester hours during the semester of his/her induction, adhere to the school conduct code, and possess recognized qualities of citizenship. Grades for courses completed at other institutions will not be considered when determining membership eligibility. For continued membership, one must maintain a G.P.A. of 3.25 or above and be enrolled in at least 3 semester hours. When a member’s cumulative G.P.A. falls below 3.25, he/she has one semester in which to bring the average to 3.25 or above. If he/she fails to raise the cumulative G.P.A. to 3.25 or above after one semester, the member shall have his/her name stricken from the local chapter roll and the Phi Theta Kappa International Headquarters shall be notified to strike the name from the national roll.
b.
Alumni Member. Members carrying less than three semester hours per semester shall be considered alumni members. Alumni members shall also be former members of the society who terminated their active membership in good standing, with a minimum of one year’s enrollment at the two-year college. Alumni members shall be entitled to all the privileges of full members except the right to vote or to hold office.
c.
Honorary Member. Honorary membership may be granted in this chapter to people who have rendered distinguished service. Honorary members may not vote or hold office.
d.
Provisional Member. A provisional member of Phi Theta Kappa shall be a student who, in the opinion of the local chapter, has shown an active interest in the affairs of the Society and who serves the Society in some special capacity, but who does not meet the full requirements for active membership in the Society. A provisional member shall not have the right to vote, hold office, or to represent the chapter at meetings of the Society.
e.
Transfer Member. A member from another Phi Theta Kappa chapter may transfer membership to Alpha Rho Eta Chapter if he/she is currently enrolled at Kishwaukee College and meets the maintenance G.P.A. of 3.25.
ARTICLE 4
Chapter Advisor(s)
Section 1
The chapter advisor(s) shall be appointed by the administration of Kishwaukee College.
Section 2
The chapter advisor shall be responsible for the guidance of chapter activities and
shall act on behalf of the international society and official college administration.
Section 3
The chapter advisor shall oversee the completion of the annual report, membership
report forms, and membership application forms required by the
International Phi Theta Kappa Society.
Section 4
The chapter advisor shall not be a voting member of the chapter.
Section 5
The chapter advisor, or a designate, shall attend all meetings.
Section 6
The chapter advisor shall work with the chapter officers to
coordinate all chapter activities.
Section 7
The chapter advisor, with the assistance of the chapter officers,
shall submit to the Regional Coordinator and international Headquarters
periodic reports of chapter activities.
Section 8
The chapter advisor and the college President shall notify
candidates of eligibility for membership.
Section 9
The chapter advisor shall notify members to be placed on academic probation.
ARTICLE 5
Officers
Section 1
All officers must be active members of Phi Theta Kappa in good standing,
have a Grade Point Average of 3.25 or higher, and must be carrying
a minimum course load of 3 semester hours.
Section 2
The Alpha Rho Eta chapter of Phi Theta Kappa shall have the following officers: President, Vice President, Hallmark Officer, Recording Officer,
and Public Relations Officer.
Section 3
The duties of the President shall be as follows:
a.
Preside over all business meetings.
b.
Present business to the organization.
c.
Establish any necessary committees.
d.
Serve as an ex-officio member on all committees.
e.
Vote only in the case of a tie.
f.
Represent the organization at all times.
g.
Together with the Vice President, maintain the chapter's Honors in Action journal 

notes.
h.
Assist in induction ceremonies and with Hallmark entries.
Section 4
The duties of the Vice President shall be as follows:
a.
Perform all duties of the President in the event of his/her absence.
b.
Chair the Honors in Action committee to research issues related to the Honors Study Topic.
c. Together with the Vice President, maintain the chapter's Honors in Action journal notes.
d.
Assist in induction ceremonies and with Hallmark entries.
Section 5
The Hallmark Officer shall:
a.
Compile a point system for the Hallmark (enhanced) Membership program.
See procedure number 1. Also, report on member's Hallmark status at meetings.
b.
Take roll at the meetings.
c.
Assist in induction ceremonies and with Hallmark entries.
Section 6
The Recording Officer shall:
a.
Prepare general meeting agendas.
b.
Take and distribute minutes of meetings.
c.
Maintain chapter records of meetings.
d.
Handle chapter correspondence.
e.
Assist in induction ceremonies and with Hallmark entries.
Section 7
The Public Relations Officer shall:
a.
Keep a record of chapter activities.
b.
Make press releases to area newspapers and prepare promotional materials for chapter activities.
c.
Maintain current information on the Phi Theta Kappa communication board and display cases.
d.
Prepare sign-up sheets for chapter activities.
e.
Assist in induction ceremonies and with Hallmark entries.
ARTICLE 6
Election of Officers
Section 1.
All candidates for office must be members of Phi Theta Kappa, in good standing. See Article 5, Section 1.
Section 2.
Elections must be held at the meeting preceding the last meeting during the spring semester of each year.
Section 3.
Officers shall hold office from the time of their inauguration, which shall be at the annual End of Year Luncheon, to the time of the next inauguration.
Section 4.
Candidates should notify the advisor of the office they wish to fill at least one day before the election. Nominations from the floor can be made at the same meeting as the election. Candidates shall have the opportunity to state their qualifications and goals before the votes are cast.
Section 5.
A simple majority of the votes cast will determine the new officer.
Section 6.
In any case, when an officer must resign an office, an election shall be held to elect a new officer. Nominations shall be made from the floor at the first meeting following the resignation of the officer. Plurality of the votes cast will determine the new officer. The President, if deemed necessary, shall have the power to make a temporary appointment at his/her discretion until a meeting can be held.
ARTICLE 7
Impeachment of Officers
Section 1.
If any officer fails to fulfill the duties of his/her office, he/she may be removed as follows:
a.
A special meeting of the chapter must be held to discuss the problem.
b.
A vote of 3/4 of the members present is sufficient to remove an officer from office.
ARTICLE 8
Meetings
Section 1
All business meetings will follow the general agenda:

Section 2
Meetings shall be held monthly (or more frequently)
during the Spring and Fall semesters.
Section 3
All meetings shall be governed by adaptation of Robert’s Rules of Order.
Section 4
Special committee meetings shall be called by the chairperson of said committee. Procedures at such meetings are left to the discretion of the chairperson.
Reports of each meeting shall be given to the members at the following chapter meeting.
ARTICLE 9
Finances
Section 1
Finances for this chapter will be raised by projects determined
by a majority vote of the members present.
Section 2
Payment of International, Regional (State), and Local induction fees of $60.00 must be received by the Kishwaukee College Business Office before members can be inducted.
Section 3
Disbursement vouchers must be submitted with supporting invoices
and/or statements attached to the original invoice.
Section 4
Financial records of the chapter shall be annually audited by the advisor.
ARTICLE 10
Kishwaukee College Code of Student Conduct and Discipline
To secure or maintain membership, the potential or actual member must not have been found in violation of the Kishwaukee College Code of Student Conduct and Discipline, especially with regard to academic dishonesty disciplined by the Dean of Student Services. Actions taken regarding these violations will result in being stricken from International and local chapter rolls.
ARTICLE 11
Procedures
Section 1
Procedures shall be passed by a simple majority vote of the members
present and shall cover pertinent topics including interpretations of the bylaws.
Section 2
Procedures shall be attached to copies of the bylaws.
ARTICLE 12
Amendments and Revision
Section 1
The bylaws and procedures may be amended by a vote of two-thirds of the members present at any regular meeting, provided that the proposed amendment has been presented at a previous meeting. Any changes to the bylaws and/or procedures
must be sent to the International Headquarters for final approval.
Section 2
Revision of the bylaws must be approved by two-thirds of the members
present at any regular meeting, provided that the proposed revision
has been presented at a previous meeting.
Any revision to the bylaws and/or procedures must be sent to the
International Headquarters for final approval.
PHI THETA KAPPA
Procedures
1. To be a Hallmark Member, 8 points must be accrued per year.
Points may be earned through any combination of meetings and/or events.
A maximum of 2 points may be awarded for any single activity.
The Hallmark Calendar year goes from commencement to commencement.
Benefits of a Hallmark Member will be eligibility for Alpha Rho Eta scholarships, graduation tassels, awards, and other incentives.
